COVID-19 UPDATE – The USDA service center received instructions last week that all customers visiting a service center will be required to wear a mask, regardless of their immunization status.
It’s a great way to start 2022 with a bit of humidity. Eads had just over 1.5 inches of snow with just over a tenth of humidity.
ELECTION AND REGISTRATION TO ARCPLC 2022
Farmers in Kiowa County with farms eligible for the ARCPLC program received a postcard a few weeks ago indicating that the 2022 election and registration was available and would end on March 15, 2022. Producers were also invited call or email the office to make an appointment. The response from the producers was not very good. The office expects another CRP registration to begin in January and Kiowa County has 90,000 acres of expiring CRP that will be eligible for re-registration during that registration. That said, the office must secure the election and registration of the ARCPLC 2022 as soon as possible. Please call or email the office to make an appointment to complete the election and registration.
Below is a breakdown of the available programs.
PLC – Price Loss Coverage – PLC program payments are issued when the effective price of a covered product is lower than the respective reference price for that product. The effective price is equal to the higher of the Average Market Year Price (MYA) or the National Average Lending Rate for the product covered. Currently, the effective price of the products covered is higher than the reference price; therefore, there are no payments scheduled for 2022 PLC.
ARC-CO – County agricultural risk coverage – The ARC-CO program provides income support tied to historical base acres, not current production, of covered commodities. ARC-CO Payments are issued when the actual County Crop Income of a Covered Product is less than the ARC-CO Guarantee for the Covered Product.
The chart below reflects the benchmark earnings, guarantee, and maximum payout rate for 2022. The only piece of the puzzle missing for ARC-CO is the actual yield and price for the year. If the actual return x price exceeds the guarantee income, there will be no ARC-CO payment in 2022. This information will not be available until 2023; due to the fact that all products must go through a marketing campaign to determine the final price.
ARC-IC – Agricultural risk coverage – Individual – The ARC-IC program provides income support linked to the yields of individual farms. The choice for ARC-IC is made at the farm level and not per base acre of existing commodity. If a producer chooses ARC-IC; they will have to provide historical production to determine a benchmark yield.
